Tommy was the vicar who officiated at the funeral of Drew Spellman in July 2017 after he had died of cancer. Drew was a former boyfriend of Billy Mayhew and after they had split up had adopted a daughter, Summer. His parents Angus and Geraldine were intensely religious and homophobic and banned all of Drew's gay friends from attending. Before he had died, Drew had asked Billy to take care of Summer for him and, spurned on by Todd Grimshaw, Billy refused to listen to the Spellman's edict and turned up at St. Peter's Church.

There, Geraldine was waiting outside with Tommy and instructed him not to let the two men in which he obeyed, saying the family had been very clear on the matter. Although he knew Billy from their parish work and had good intentions, Tommy riled Todd when he suggested that they did something different to mark Drew's passing, such as planting a tree. Billy and Todd sat on a bench outside the church watching the coffin as it arrived where Billy was suddenly persuaded to try again by the thought that Drew himself had wanted him to attend, and his parents had disowned him when he came out to them. They barged past Tommy and seated themselves in one of the rear pews. The vicar gave up the attempt and began the service. Summer wanted to do a reading but struggled with her emotions from the pulpit. Billy got up to help her and was shocked when she expressed her anger at his presence.

Credited as "Vicar", the character's name was given in dialogue in the first of his two appearances.
