Norman Dobson was a Town Hall clerk who incurred the wrath of Ena Sharples when she came to complain about her gas pressure in March 1961. Norman glimpsed Ena through the door to the back office and, on the pretext that it was his break, sent colleague Phil Braithwaite in to deal with her but he found her too much of a handful and Norman had to assist. She rang rings round the pair telling them where to find the complaint forms in their own filing cabinets, something which came as a total surprise to them as they hadn't even known of their existence.

He and Phil arrived in Coronation Street looking for somewhere to lodge in October of the same year, and moved into the shop flat, owned by Florrie Lindley as they were eager to find digs somewhere closer to work. Just after moving in, Norman agreed to go on a date with factory worker Doreen Lostock.

By January 1962, Norman and Phil had moved out of the flat.

The character was not credited with a surname in his first episode. The characters of Norman Dobson and Phil Braithwaite were first seen in March 1961 and came back as potential regulars shortly before the start of the Equity actors' strike, the beginning of which saw the actors abruptly leave the programme. In Episode 115, the characters were revealed to have left the area.
