Mr. Turner was a would-be victim of a proposed Weatherfield redevelopment scheme in 1974. When the residents of Coronation Street formed an action group and held a public meeting on the development at the Community Centre, they invited residents of the neighbouring streets along and Mr. Turner was among those who turned up. When chairman Ken Barlow opened the discussion to the floor, the mutton-chopped man was the first to speak, complaining that the rates had gone sky high and the bins had been there that long the rats were due time off. Ken quickly closed this line of discussion, telling Mr. Turner that they weren't there to talk about the rates.
