Leonard "Len" Cameron was a councillor for Weatherfield who raised the ire of a campaigning Sally Metcalfe. The confrontation arose because Inkerman Street had been changed to residents' parking only, leading to an overspill of people wanting to park before using Weatherfield North Tram Station leaving their cars on Coronation Street. The air quality of the area deteriorated markedly with Liam Connor developing an asthmatic condition, leading to Maria Connor and Sally fighting against the change.

Sally recognised Len when he left his blue Peugeot car outside 3 Coronation Street and tackled him about his lack of response to the six emails she had sent him about setting up a controlled parking scheme on the street. When he admitted he had a tram to catch, she accused him of being part of the problem, but he was unfazed, pointing out that his car was legally parked and he walked off to shouts of anger from his constituent.

When he returned at the end of the day, Sally again accosted him, recording the conversation on her phone as she compared herself to the suffragettes in being a pioneer in a civic fight. Utterly unmoved, the councillor suggested she devote her spare time and energies to the local cat sanctuary and, repeating that he wasn't breaking any laws, he drove off.

A few days later he was back, this time parked on Rosamund Street and Sally spotted that his car was next to a dropped kerb outside the medical centre and stopped passing parking warden Fergus Dunford to point out the transgression. Although initially worried about upsetting his own employer, Sally pointed out that the dropped kerb was in place for people such as Fergus's friend and neighbour Izzy Armstrong and her wheelchair. Finding the fire in his belly, Fergus nailed the miscreant with a ticket. When a furious Cameron found it, he threatened Fergus with a formal complaint, but Sally stepped forward to his defence, sending him packing with a flea in his ear about having respect for a fellow civil servant as well as the residents of the area who he was supposed to represent.

In May 2022, Cameron attempted to intimidate Maria into stepping down as councillor by creating an anonymous account called RedPilled100 and started sending her abusive messages, rallying others to insult her, creating a deepfake pornographic video of Maria's head on another woman's body and eventually sending her death threats. Maria was terrified with her and her husband Gary Windass accusing other members of the community however they never did find out initially who was behind the campaign and never suspected Cameron.

At a Christmas market committee meeting in December 2022, Cameron pushed against Maria's plans to have stall for the refugee centre petition and also opposed her idea of renaming the event "Winter market". Later that month, Cameron was revealed to be bankrolling a racist campaign led by Griff Reynolds, as he wished to push the community into a right-wing stance.

When Griff was arrested in February 2023, Cameron - in an attempt to gain some good publicity and distance himself from the racist campaign, offered to completely fund a refugee centre that was being built in Weatherfield when all the other local businesses withdrew their involvement out of fear. Cameron made the cheque handover a media event and invited the local press to watch the presentation, however when it was time to do so, the police turned up to arrest him (after Griff named him in a failed attempt to get a shorter custodial sentence), with his threatening of Maria also being exposed.

Credited as "Councillor Cameron", the character's forename was given in dialogue. Cameron did not appear on screen during his online hate campaign against Maria Connor in May 2022, with his responsibility only being established after his arrest nine months later.
