Frank, together with his wife Rachel, were foster parents to young Max Turner. Responsible in their attitudes, they were allowed to supervise visits from Max’s mother Kylie without social services being present. They kept a close but loving eye on her son but their growing trust in Kylie was misplaced when she abducted her son when she was allowed a visit on his birthday. Frank then demonstrated a more cynical attitude towards Kylie and Becky McDonald’s behaviour than his wife who he joined when they went with DC Brabin to the Rovers to collect the child after Becky rang the authorities and told them where he could be found. Frank reappeared when Max was taken into foster care again in June 2011.
