One of the foreman's labourers Zack angered local councillor Sally Metcalfe by catcalling and making lewd comments towards her daughter Rosie.
Sally decided to complain to the foreman about Zack's sexist behaviour but he failed to take her seriously and carried on with his work. Annoyed by the foreman's lack of interest, Sally led a protest with several local residents against the builders.
The foreman became annoyed with Sally's protests as they were distracting him from getting on with work. When Sally's friend Rita Tanner chained herself to the fence of the building site, the foreman admitted defeat and told Zack that he may have to fire him.
