Damon Boulter was the adoptive father of Abi Webster's twins Charlie and Lexi.

In October 2017, Abi was deemed to be an unfit mother due to extensive substance abuse issues and the twins were taken into care. They were fostered by the Boulters in 2018 but Abi remained determined to regain custody. However, after agreeing that the Boulters could take the children for a trip to Lapland, Abi became depressed upon realising how better the children were doing without her and gave up hope of reuniting with them. Seb Franklin, Charlie and Lexi's half-brother, applied for special guardianship of the twins at the same time that the Boulters applied for formal adoption. To award Seb custody the order required special conditions, such as Seb being able to provide a roof over his head, sponsorship of an adult over twenty-one and full-time employment. Seb was sacked from his work at the builder's yard on the day of the custody hearing but lied in court. Abi testified against her own son, exposing his lies, as she truly believed that the twins were better off with the Boulters. Their adoption order was granted which meant no contact with their mother and Seb bar a once-a-year exchange of letters. The four were allowed a final meeting in social worker Claire Manton's presence before they were taken away for good, and the Boulters later emigrated to Australia.

Despite the order's conditions, the twins made a surprise visit to Weatherfield at Christmas 2021 - the Boulters were in the country to visit the twins' adoptive grandparents. Seb had originally been in touch with Damon to organise the surprise for Abi, but was tragically murdered by Corey Brent before he could see it come to fruition. Abi's husband Kevin Webster picked up the trail and she was deeply moved when Charlie and Lexi turned up at the door on Christmas Eve. The four spent Christmas Day together, including visiting Seb's memorial at Victoria Gardens.
