DS Mitchell was an officer who worked for the Professional Standards branch of Weatherfield police and who investigated a claim by James Bailey of racism by PC Brody.

The week before, James and his brother Michael had gone for a test drive in an expensive car with a view to buying it with the proceeds of a £30,000 fee that the professional footballer had earned from giving an interview to a magazine. Turning out of Coronation Street, they attracted the interest of Brody in his own squad car who followed them and stopped them in Victoria Street. Brody initially refused to say why he had pulled them over and asked to see their licences, but Michael refused until a valid reason was given to them. The situation escalated into a row during which Brody switched on his bodycam and arrested James for a section 25 offence when Michael refused to stay in the car while the younger Bailey was being questioned and handcuffed. In the melee, James fell off the kerb and hurt his knee, necessitating an operation. Passing constable Craig Tinker was able to vouch for his neighbours who, after some deliberation, reported Brody for racial profiling.

Mitchell visited the brothers at 3 Coronation Street who told them that an examination of the bodycam footage showed no excessive force, but Michael pointed out that they wouldn't have been stopped but for the racial attitudes of Brody. When informed that that officer had given a statement that pulling the brothers over and using handcuffs on James had been justified which they had had no option but to accept, Michael countered that they would always believe Brody and not them. Michael went on to accuse Mitchell of producing a whitewash when further informed that Craig's evidence had no bearing on the incident. She told them that they would be receiving written confirmation of her findings in the next few days. Wishing James well with his recovery for Weatherfield County FC's sake, Mitchell departed, leaving behind two very dissatisfied citizens.
