Carlos was the Spanish Neighbour of Bet Lynch and moved in, in July 1974. Later that year, Carlos was asked by Ray Langton to play a trick on Mavis Riley by phoning her up claiming to be a man she was in love with called Pedro, and to meet up. He did so, but told Mavis about the trick which upset her. However they began to hang out with each other and Mavis had feelings for Carlos.
In order to get a work permit to stay in the country, Carlos proposed to a delighted Mavis. However she was upset when he confessed his reasons for marrying her, but assured her they don't have to live together if she didn't want to. But an embaressed and upset Mavis asked Carlos to leave, the engagement was over. Carlos spent sometime not talking to anyone, especially Bet. He later moved away in 1975.
Carlos was portrayed by actor Malcolm Hebden, 20 Years before playing his well known role as Norris Cole.
